Hide grader identity from students: Add a hint to assignsubmission_comments

      1. Create a course
      2. Create an assignment activity with the following settings
            Grade -> Hide grader identity from students  -> Yes
            Feedback types -> Feedback comments.
      3. Enroll a few users in that course so you see some data on the assignment grading page.
      4. As a teacher / or admin go to the assignment you created and click "View all submissions"
      5. On the page below the grading action dropdown , you should see a warning about the hidegrader
      6. Click on Grade in the row for any user and it should take you to the grading page for a single assignment
      7. Click on the text "Comments" and it should expand to show the comments, along with the warning as shown in this ticket.

      Hi,

      in Moodle 3.7 the setting assign | hidegrader (Hide grader identity from students) was introduced, which works also for the option "Feedback comments".

      If a submission is uploaded there's another comment box on the page (assignsubmission_comments). This comment box genereally is independent from the "Feedback comments" option.
      However, if a teacher enabled the "assign | hidegrader" option, it's not obvious for that teacher that comments in this box won't be anonymized and that the student will see the identity of the commenter.

      So, we would like to propose this UX improvement:
      If the setting "assign | hidegrader" is enabled, add a hint to the assignsubmission comments box that says that comments here won't be anonymized.
