course_list configuration to be invisible to guests

    Description

      I'd like to make the courses block invisible to guests/non-logged in users. This way, the course list is not available for all to explore (when all require a valid login).

      Copying the behaviour of $CFG->block_course_list_adminview, i've just added a simple configuration option.

      This will also need an addition to the block configuration.
