Review the status, present and future of some 3rd part outdated libraries

      Description

      While working on MDL-66260 and looking for compatibility with PHP 7.4 it was detected that some of the libraries we are currently bundling with core are really old or archived.

      The libraries under scrutiny are:

      • lib/adodb: Planned to be phased out since Moodle 2.1 (only enrol and auth database plugins use it).
      • lib/google: We are using version 1.1.7 and version 2.x is available since ages ago. New Google APIS...
      • lib/ltiprovider: We are supposedly using version 3.0.3, although I've been unable to find it in their repository. Also, the repo has been archived and it's in read-only mode, so I'm not sure about which is the future for the LTI provider functionality.

      This issue is about to analyze their status, uses and decide an upgrade path for them.
