When adding names to a learning plan, the drop down doesn't retract.

When working with Competencies and learning plans, you may want to add individuals to a learning plan. When you open up the list of names to add, if you only want to add one or two, the drop down list doesn't retract, and thus prevents you from adding the names to the plan.

The issue is also present in the calendar. If you are selecting groups from the drop down, the drop down occasionally feezes and won't let you access the fields behind.

This bug was present in 3.7 and is still there in 3.8.
