Create a task to install H5P content-type libraries

      Whilst reviewing the H5P integration (MDL-66609) an issue has been raised to control who can install/update the content-type libraries.

      A capability will be added in MDL-67057, but then, in order to make easy for admins to download the latest content type libraries via h5p.org API, a new cron task should be created to automate it.
