What Happens

When downloading all submissions in an Assignment configured for group submissions, a copy of every submitted file is duplicated for every student in the group, even when "Require all group members submit" is set to "No." 

Steps to Replicate

1. Create an Assignment
2. Change "Students submit in groups" to "Yes"
3. Collect several group submissions (optional, but especially illustrative if the group submissions consist of multiple files)
4. Open the assignment and select "View all submissions"
5. Select "Download all submissions" in the Grading action dropdown menu
6. Unzip the downloaded submissions
7. Submitted files have now been duplicated for each student in each group

Expected Behavior

For the instructor/assessor's sanity, I expect only one copy of each submitted document per group because the students are being assessed as a group. I cannot imagine a scenario, even if the students end up receiving different grades based on the quality of their contributions to the group, where an instructor would assess the exact same documents four or five times over. As it is, one of our instructors with 25 students, divided into 6 groups of 3-5 people, with each group submitting 4 documents, should be seeing 24 documents. Since each submitted document is duplicated for each student, he sees 100 documents instead.
