Clicking grade when no participants are in the course results in a web service error and hung grader interface

      1. Log in as admin.
      2. Create a course, do not enrol any users in the course.
      3. Create a forum, setting the grading method to 'point' and set to 100.
      4. Open the created forum, and click 'Grade users'.
      5. Confirm that the grading interface does not load.
      6. Confirm that you see an alert stating "No users to grade".
      7. Enrol a user in the course.
      8. Return to the forum, and again click 'Grade users'.
      9. Confirm that the grading interface does load.
      10. Close the grading interface, and confirm you do not see an alert stating "No users to grade".

      As per description:
      1. Create a course
      2. Create a forum, grading method point and set to 100.
      3. Click 'Grade users'
      4. Notice the error
