Assignments using Rubrics and scales confusing

Description

When using an assignment that has the grading method set to Rubric and uses a 2 criterion scale (Unsatisfactory/Satisfactory), the results are confusing and it seems you need to have at least 80% score from the rubric to achieve a positive score from the scale.

In testing the following is seen;

3 level (0, 1 & 2) 11 criterion rubric test: calculate grade based on the rubric having a minimum score of 0 = enabled
1-8/11 = unsatisfactory
9-11/11 = satisfactory

1-5/11 = unsatisfactory
6-11/11 = satisfactory

The logic of using a rubric with a scale does not seem right.

Can someone explain if this is working as expected, and if this is not, what or how this should work together.
