Relocate the Notifications area in the grader interface

      Setup

      1. Site with a course (Test Course) with a couple of learners enrolled
      2. Test Course has a forum with whole forum grading enabled and a rubric configured

      Test

      1. As an Admin navigate to the forum
      2. Click the "Grade users" button
      3. Reduce your window height until the Notifications sections is no longer visible
      4. Attempt to scroll the right-hand pane
        1. Confirm that you are able to scroll and see the Notifications
      Show

    Description

      Notifications are currently in the wrong div and do not scroll with the rest of the grading content correctly. Other small UI tweaks need to happen here to make the fields allign with other content in the same area.
