Adopt OU Language button (which includes text direction)

      Awhile ago, we created an Atto button for our School of Languages staff to more easily tag non-English language content (as opposed to editing the HTML and adding <span lang> etc. where required).

      Damyon Wiese saw one of our blog articles that mentioned it, and asked us to create a Moodle Ticket when it was ready for sharing.

      The plug-in still needs a little more polishing so that it is configurable as to what languages to show in the drop-down menu etc., but we'd rather share it as soon as possible as it is a useful accessibility tool.

      We are currently working on ensuring that if the default server text direction is X, and a language which has text direction Y is selected, the HTML generated also tags for direction. This will remove the need for the two default Text Direction buttons currently in Atto.

      Damyon thought that the completed feature would be a good candidate for Moodle Core.
