Improve "With Selected Users" menu when viewing participants.

      Description

      When viewing Participants and selecting a few to "act" on, the current drop-down does not include any user-created enrollment methods.  It would be nice if user-created enrollment methods could be included.

      Also, it would be nice if there was a "Suspend User" choice so that one could quickly suspend a group of students.

      These two suggestions are part of some discussions on Moodle.org, and began as an incorrect "bug" Tracker item, MDL-67329.
