      As a plugin developer
I want to be able to ship my own user tours with my plugin
to have the plugins UI explained to different roles automatically.

Currently one have to use db/upgrade.php or db/install.php in a rather hacky way to automatically import user tours regarding one's plugin. It would be much nicer, if there'd be a callback or at least a defined folder/file structure to have user tours automatically imported.
