Student cannot see handed-in assignment

      After an assignment is handed in, students cannot subsequently see the file. This worked OK in 1.5.3+ and was useful as a kind of dropbox until the assignment closed; a tutore coud leave comments and the student could make necessary adjustments. Would be good to see this working again.
