Classic theme - unable to place blocks in Right region of activity modules

      Using classic -

      1. Login as admin
      2. Create a new course
      3. Create an assignment
      4. Add the calendar block to the course page
      5. Add the activities block to the course page
      6. Configure the activities block to appear:
        1. on "Any page" type
        2. By default on the "Right" region
        3. On the "Right" region for this page
      7. Configure the calendar block to appear:
        1. on "Any page" type
        2. By default on the "Left" region
        3. On the "Left" region for this page
      8. Click Assignments from the Activities block on the course page
        1. Confirm the activities block appear on the right side
        2. Confirm you can drag the calendar block to the right side of the page.

      Description

      When using the Classic theme, blocks cannot be placed in the Right region of an activity module page, i.e. assignments, forums, etc.
       
      Steps to replicate

      • Login as admin
      • Create a new course
      • Create an assignment
      • Add the activities block to the course page
      • Configure the activities block to appear in the Right region on any page
      • Click Assignments from the Activities block on the course page

       
      Expected result: Activities block appears on the right-side of the Assignments page
      Actual result: Activities block appears on the left-side of the Assignments page
       
      I've reproduced this behaviour in the Classic theme on 3.6.2, 3.7, 3.7.1 and 3.8.1. Note that the issue is not present using Boost theme on the same versions, nor is it present using Clean theme on 3.6.2; please see attached screenshots for reference.
       
      Re-configuring the block region from the activity module page has no impact. Adjusting the weight of the block while configured to appear in the Right region simply moves the block vertically along the left side of the page relative to any other blocks also configured to appear in the Right region.
