Scheduled tasks admin: add an optional comment field to the settings for each task

      Description

      On the form where you configure when scheduled tasks run (../admin/tool/task/scheduledtasks.php?action=edit&task=...), add an optional plain-text comment area.

      The could be used for admins to keep a note of why they have set a particular scheduled task to run at the times they have set. This would be useful for all the reasons that git commit comments are useful, but it woudl be optional, so not one would be forced to use it.

      Obviously, there would be a correspoinding column added to mdl_task_scheduled to store the comment.
