Description

To control various random problems where the login page doesn't seem to be available ("Username" not found). Happening on award badge scenarios... maybe others.

Originally was reported as part of ~~MDL-65816~~ ... but it seems that continues happening, rarely, but happening.

        Field matching locator "Username" not found. (Behat\Mink\Exception\ElementNotFoundException)
