      Description

      If I include HTML in the title of an HTML block, it is removed. This causes an accessibility issue when I need to put text which requires an <abbr> tag. Here is an example:

      I want to create a block called "ISED Tools". Because ISED is an acronym for "Innovation, Science and Economic Development", in order to comply with WCAG 2.1 and the the Government of Canada's Standard for Web Accessibility, I need to create my title looking like:

      <abbr title="Innovation, Science and Economic Development">ISED</abbr> Tools

      However, upon saving my HTML block, Moodle filters out the HTML code changing its title to just:

      ISED Tools
