Core setting to toggle MoodleNet features globally (master)

      1. Install a new site
      2. Check under 'Advanced features' in site admin
      3. Verify you see an 'enablemoodlenet' setting at the bottom
      4. Verify it's enabled
      5. Repeat the process of checking the setting (as above) but for a site which you've upgraded from 3.8 to 3.9.

      Description

      Essentially just a feature toggle, but it won't be impacting anything in this issue.

      Some things it will affect in future:

      • The MoodleNet admin tool will check this to decide whether it permits communication to/from MoodleNet.
      • The activity picker will present the link to MoodleNet in the footer if this setting is enabled.
