Add 'enablemoodlenet' setting to tool_moodlenet (tool_moodlenet 3.7 and 3.8)

      1. Log in as the administrator.
      2. Navigate to Site administration > Advanced features.
      3. Check there is a setting at the bottom called "Enable integration with MoodleNet instances" (enablemoodlenet).
      4. Check that the default is Yes.
      5. Check that the strings are the same as the ones in MDL-68111.

      Description

      This setting currently lives in core on master but we need to provide it as part of the plugins for 3.7 and 3.8.

      Acceptance criteria:

      1. New setting 'enablemoodlenet' added to the stable versions of the tool_moodlenet plugin.
      2. This setting should default to 'yes'.
      3. The help text for this setting should match master (see string in MDL-68111)
