      Either use the cockroachdb fork of moodle docker, or stand up a local instance of cockroachdb by  isntalling cockroachdb locally

      Configure the db driver to be 'cockroachdb' and run tests,
      It passes all dml/ddl tests on cockroachdb, and nearly all behat tests.

      Description

      As a Moodle provider I would like Moodle to be highly available in the face of hardware failures or nodes going away.

      Cockroach DB is for better or worse postgres SQL compatible and requires some code tweaks to get working.
