Add a campaign feature, with a link to a Moodle page, to support sustainability

Setting test Log in as admin. Go to Site administration > Notifications Make sure there's new block with a donation message and banner. Open config.php and add the following $CFG->showcampaigncontent = false; close to other $CFG settings. Reload the notification page. Make sure the banner content disappeared. Open config.php and change that setting to true $CFG->showcampaigncontent = true; Make sure the banner content appears again. Translation test Install the "Español - Internacional (es)" and "Português - Brasil (pt_br)" language packs. Change the language to Español - Internacional (es). Go to Site administration > Notifications Make sure the content gets displayed in Spanish language. Change the language to  Português - Brasil (pt_br) In this case, make sure the content is displayed in English... since there is no Portuguese translation yet. Switch back to English. Make sure the content is displayed in English.
