GIFT question import/export format should support tags

      1. Create a category in the question bank of a course.
      2. Create one or more new questions of types supported by GIFT (e.g. truefalse).
      3. Set an 'ID number' on one or more of the questions.
      4. Set some tags on some of the questions.
      5. Export that category from your question bank in GIFT format.
      6. Verify that if you open that file in a text editor, you can see the tag and idnumber information there.
      7. Create a new course.
      8. Go to Question bank -> Import there.
      9. Import the file you just exported.
      10. Verify that all the idnumbers and tags are imported.

      The only touble with with that is that it is English-centric. On the other hand, it is more self-explanatory than some convention involving only punctuation characters, and GIFT syntax (https://docs.moodle.org/38/en/GIFT_format) already includes [html], [moodle], [plain] and [markdown].
