Move static attempt methods from mod_h5pactivity to manager methods

    Description

      Once mod_h5pactivity have a manager class to handle attempts and other needed stuff, some static functions in the attempt class have to be moved there:

      • new_attempt
      • last_attempt
      • delete_all_attempts
      • delete_attempt
