Stop using YUI modals in core/notification for alert and confirmation

      We still use YUI modals in lots of places.

      This is partially because the core/notification AMD module still uses them under the hood for its alert, confirm, and other related dialogues. We can remove this.

      Note: This does not update the exception dialogue. The exception dialogue may need to take a different direction as there is potential for a circular dependency issue.
