New WebService mod_h5pactivity_get_h5pactivities_by_courses

This WS is required by the Moodle app in order to fetch the activity information for displaying it to app users.

Please, note that this WS should return all the information in the h5pactivity table.

Exporters should be used to export the table information if possible.

Check mod_workshop_external::get_workshops_by_courses for reference (it should look practically the same)
