New WebService mod_h5pactivity_get_h5pactivity_access_information

This WS should return access information required by an external client to check if and how to display the activity module.

For h5p, since it seems there are no special conditions to check, it should be enough to return the module capabilities and if the current user has the capabilities enabled or not.
