File format selection list -- Export questions to file -- formatted poorly in Moodle 3.7, 3.8 in Boost

      1. Test in Classic and Boost
      2. Login as Admin
      3. Create a new course C1
      4. Open the course and click the gear icon in the top right
      5. Select "More…"
      6. Select the "Question bank" → "Export" option
      7. Verify the file format options look like a list and the help icons are shown within the option line.

      The file format selection list - "Export questions to file" -- is formatted poorly in Moodle 3.7 and 3.8 (in Boost). The question mark icons break to a new line, when they should follow the label and remain on the same line. This issue also impacted the "Import questions from file" list, which was fixed in MDL-64392. The problem is still prevalent in the "Export questions to file" list.
