Performance regression for badges_verify_site_backpack -> curl on admin pages

      I've seen this a few times on master where all admin pages are really slow, and a profile reveals badges_verify_site_backpack doing a curl call of some sort. I don't even have any badge config or badges of any sort locally and I really don't think it should be doing any synchronous curl calls just to build the admin tree. It doesn't even go away and cache it
