      Description

      The description is:

Enable this setting to allow students to use any characters in their usernames (note this does not affect their actual names). The default is "false" which restricts usernames to be alphanumeric lowercase characters, underscore (_), hyphen , period (.) or at symbol (@).

In fact, you are not allowed upper-case letters, even with this setting. (They don't work properly even if you do put them in the database, because PARAM_USERNAME converts to lower-case automatically.)

I propose a revised description, inserting 'except upper-case letters':

Enable this setting to allow students to use any characters except upper-case letters in their usernames (note this does not affect their actual names). The default is "false" which restricts usernames to be alphanumeric lowercase characters, underscore (_), hyphen , period (.) or at symbol (@).
