Can't cancel out from creating a single activity course

      Description

      In the following scenario, Moodle does not currently give you a way to cancel the creation of a single activity format course with a SCORM Package as the activity - despite the fact that a Cancel button is provided.

      How to reproduce the problem

      1. Create a new course
      2. Set the Format field to Single Activity Format.
      3. Set the Type of Activity field to SCORM Package 
      4. Click Save and Display. This will take you to the Adding a New SCORM Package page.
      5. Click Cancel.

      You will end up back on the Adding a New SCORM Package page with no way to abort the process.

      This is not only a bug but an accessibility and usability issue because the Cancel button doesn't actually cancel anything in this scenario.

      Proposed solution

      What the Cancel button could do, in this scenario, is to take you back to the course settings page so that you can correct your mistake and possibly select a different course format or single activity.
