Outcomes used in course page's Add/Remove buttons not properly styled

      1. Log in as an admin.
      2. Go to "Site administration / Advanced features.
      3. Enable outcomes.
      4. Save the changes.
      5. Go to "Site administration / Grades / Outcomes".
      6. Add a new standard outcome "Outcome 1.
      7. Create a course.
      8. Open the course menu and press "Outcomes"
      9. Confirm that the Add and Remove icons are now properly styled as secondary buttons.
      10. Confirm that they have vertical spacing between them.

      Log in as an admin. Go to "Site administration / Advanced features. Enable outcomes. Save the changes. Go to "Site administration / Grades / Outcomes". Add a new standard outcome "Outcome 1. Create a course. Open the course menu and press "Outcomes" Confirm that the Add and Remove icons are now properly styled as secondary buttons . Confirm that they have vertical spacing between them.

      To check:

      5. Go to "Site administration / Grades / Outcomes".
      6. Add a new standard outcome "Outcome 1.
      7. Create a course.
      8. Open the course menu and press "Outcomes"
      9. Expected: The Add and Remove icons should be properly styled.
      10. Actual: They just look like plain text and not buttons.
