Error when attempting to import an IMS v. 1.0 Common Cartridge package

    Description

      As reported by jprovasnik in MDLQA-14276:

      Steps to reproduce:

      1. Log in as a teacher and go to a course.
      2. Click Restore in the Actions menu.
      3. Upload the attached sample IMS Common Cartridge package.
      4. Attempt to restore it.

      The following error message is obtained:
