As reported by jprovasnik in MDLQA-14276:
Steps to reproduce:
- Log in as a teacher and go to a course.
- Click Restore in the Actions menu.
- Upload the attached sample IMS Common Cartridge package.
- Attempt to restore it.
The following error message is obtained:
