Infinite redirection loop when entering as guest

There is an infinite redirection loop when trying to enter a course as guest.

To reproduce:
set up a course with guest access option "Allow guests who have the key". Log out and click on the course name. Click the "Log in as guest" button. Firefox will then tell you that "Firefox has detected that the server is redirecting the request for this address in a way that will never complete.".
