      2. Navigate to the Participants page
      3. Press the top "Enrol users" button
        1. Confirm that dialogue opens
      4. Close it
      5. Press the "Enrol users" button underneath the list of participants
        1. Confirm that dialogue opens
      6. Close it
      7. Refresh the page
      8. Press the "Enrol users" button underneath the list of participants
        1. Confirm that dialogue opens
      9. Close it
      10. Press the top "Enrol users" button

      Course Participants secondary (bottom) Enrol users button not responding.

      Tested on 3.9 site, with Firefox, Chrome and IE11.

      On the course Participants page, the top Enrol users button is working fine, However, the "secondary" Enrol users button, below the list of users, is not responding to clicks at all.
