Quicklist items broken and cannot be used in PDF Annotator

      1. In a course with a student, create an assignment with "Annotate PDF" feedback enabled.
      2. View all submissions for the assignment, then choose the 'Grade' button for a student to show the grader app's PDF annotation view.
      3. Select the 'Comments' toolbar button, then draw a comment box.
      4. Click on the top-right popup menu icon of the comment. The empty comment should remain visible while the menu is open. Dismiss the menu and the empty comment should be removed. (Side note: there are certain existing patterns of usage where an empty comment may still remain when the menu is closed. I don't believe this change creates any new quirks though it may make existing ones more obvious.)
      5. Draw a new comment box, then type some text into the comment.
      6. Click on the top-right popup menu icon of the comment. The comment and text should remain visible while the menu is open. Dismiss the menu and the comment should collapse.

      Description

      When grading assignments with the PDF Annotator, when you add a comment and select a quicklist item, nothing happens.
