Quicklist items broken and cannot be used in PDF Annotator

When grading assignments with the PDF Annotator, when you add a comment and select a quicklist item, nothing happens.

Replication steps:

1. In a course with a student, create an assignment with "Annotate PDF" feedback enabled.
2. View all submissions for the assignment, then choose the 'Grade' button for a student to show the grader app's PDF annotation view.
3. Select the 'Comments' toolbar button, then draw a comment box.
4. Click on the top-right popup menu icon of the comment. The empty comment box will disappear while the menu remains open.
5. Select something in the menu, it should disappear and nothing should happen.
