Migrate default MoodleNet instance URL to the correct one

      Test 1 no changes from defaults:

      1. Install a new site on commit 71a34a03 

        git checkout 71a34a03

      2. Log in as admin
      3. Go to Site administration > MoodleNet > MoodleNet settings
      4. CHECK that the text next to the "MoodleNet instance name" field reads "Default: Moodle HQ MoodleNet"
      5. CHECK that the value of "Default MoodleNet URL" is "https://home.moodle.net"
      6. Check out integration master 

        git checkout master

      7. Log in as admin
      8. Upgrade your site
      9. Go to Site administration > MoodleNet > MoodleNet settings
      10. CHECK that the text next to the "MoodleNet instance name" field reads "Default: MoodleNet Central"
      11. CHECK that the value of "Default MoodleNet URL" is "https://moodle.net"

      Test 2 admin changed from defaults:

      4. Set the field "MoodleNet instance name" to MDL-69010

      10. CHECK that the field "MoodleNet instance name" is MDL-69010

      As discussed in the MoodleNet integration chat, we need to change the default domain to https://moodle.net

      Branch is based on MDL-68999 to help with the new name change.
