Hello,

H5P-activities created with filepicker option "make copy of this file" do not appear in the course H5P-content bank.

Tested with: Moodle 3.9 (Build: 20200615)

Steps to repeat

1. Create h5p activity named "car" to the h5p-content bank on course 1.

2. Create a new h5p-activity to course2 and in "package file"-field choose "content bank" from the file picker -> navigate to course1 -> click earlier created "car" h5p-activity and choose "make copy of this file" -> select this file -> save and display.

3. Open course2 content bank -> notice that there is no copy of this "car"-h5p activity available.

Why isn't h5p activity being copied to course2?
