Competency breakdown report title covers filters

      1. Login as admin
      2. Create a new course C1 with test user S1
      3. In the course click the top right gear button and choose "more"
      4. In the reports section click "Competency breakdown"
      5. Verify the dropdown "Filter competencies by resource or activity" is clickable at any browser size.
      6. Repeat for several browsers and confirm the same.

      With some changes I'm looking at in Behat I have just unearthed an issue where the "Competency breakdown" report title/description area overlaps the filter area preventing proper interaction with that filter.
