Call me whiny but I preferred the non breaking buttons over the massive higher ones.

To reproduce: Go to a page which has a button with two words, e.g. /theme

WHAT YOU EXPECTED: buttons look like before
WHAT ACTUALLY HAPPENS: buttons do now break

When comparing e.g. a Moodle 3.6 page to a Moodle 3.9 page it gets obvious the culprit is a missing white-space: nowrap in the .btn class.
