Complete user report incorrectly shows last modified time of quiz attempts, not time submitted

      1. As a teacher create a new Quiz in a course
      2. As a student user go to the Quiz
      3. Attempt the quiz and Submit all
      4. As a teacher go to Participants of the course
      5. Go to student user profile
      6. Go to Reports > Complete report
      7. Take note of the Quiz attempt date and time
      8. Go to the Quiz
      9. Click on the 'Attempts: x' link
      10. Click on 'Regrade all' button
      11. Go to Participants of the course
      12. Go to student user profile
      13. Go to Reports > Complete report
      14. Confirm the Quiz attempt date and time didn't change

      We had to regrade the quiz results of one moodle user because the results was not shown in reports after he re-enrolled to course. After the regrading all users have the same attempt time in that quiz in the complete report of user. The wrong time is that when regrading is done. All other reports and the quiz itself show the dates right.
      I tested this in Moodle 3.6.3 and 3.8.3 and yes, the regrading makes this change to all users who have attempted the quiz. The wrong date is shown only in user's complete report, all other reports are ok.
