User A can see the privacy and policies + data retention summary link on user B's profile page

      1. Create two users (user A & user B), enrol them in a course
      2. Login as user A
      3. Navigate to course, press Participants
      4. Press on user B to view their profile
      5. Confirm you don't see the "Data retention summary" link
      6. View your own profile
      7. Confirm you do see the "Data retention summary" link

      When user A (e.g. a student) views the profile of user B (another student, or different role) they should not see the privacy and policies block with a link to the data retention summary.
