Add Moodle repository support to H5P internal libraries (packages)

      It would be very useful to be able to use Moodle's repositories dialog from within H5P libraries (packages) like the "Interactive video", to select files.

      At the moment, H5P has its own filepicker (without file upload restrictions MDL-69257)
