Duplicate element IDs caused by action menu items

      1. Log in as admin
      2. Go to the course management page (Site administration > Courses > Manage courses and categories).
      3. Create around five course categories.
      4. After doing so, on the course management page, view and copy the page source
      5. Validate the HTML using the Nu HTML validator.
      6. Confirm that there are no "Duplicate ID" errors linked to the action menu items.

      5. Expected: There should be no duplicate IDs.
      6. Actual: Duplicate ID errors exist which are linked to the action menu items.
