Make the forum Mail Now functionality optional

      Description

      The teacher's option to Mail Now in moodle forums is confusing, since when a user has chosen to get email digests the notification is not sent "now".

      So, a lot of us are instead using the QuickMail block for urgent messages. At my university we have chosen to remove the Mail Now option completely, since it is misleading.

      That is not optional, since a lot of students are not particularly good at watching their (student) email, and they cannot see the QuickMail history. Thus, the teachers must both post in the News forum AND send via QuickMail, or other mail option, to try to make sure of the urgent messages reaching as many of the students as possible.

      Searching for the subject here in the tracker it shows how the Mail Now setting is confusing to many users, while some in the community think that it should be just the way it is - that even the teachers urgent messages would be counted as spam if bypassing the digest setting.

      I suggest that this should be optional in the administration settings, for each organisation to decide:
