Login as Admin.

Go to Site administration > Users > Accounts > Add a new user

Create a user with a profile picture.

Login as the user

Go to the user's profile.

Go to "Edit profile" from the settings cog

Select 'Delete picture' to delete the old picture

Upload a new picture in 'New picture' field

Click on 'Update profile'

confirm the new profile picture is shown in the user's profile
