Submitted in Workshops Allocate submissions section does not match Workshop submissions report

This was replicated in qa.moodledemo.net, but the "Submitted" under the Allocate submissions box in the Workshop does not match the number listed as Submitted in Workshop submissions report (need to be in Submission phase to see this number).
