This has started to happen often lately, 8 times over the last 2-3 weeks (July 2020).

001 Scenario: Check we show the cohorts field if there are some present # /var/www/html/user/tests/behat/enrol_cohort_list.feature:42

      And I should see "Enrol selected users and cohorts"               # /var/www/html/user/tests/behat/enrol_cohort_list.feature:58

        "Enrol selected users and cohorts" text was not found in the page (Behat\Mink\Exception\ExpectationException)

Detected both with 3.9 and master, could also be in other branches, both chrome and firefox:
