Alphabetize external tool list in selection menu

It would be helpful if the list of external tools presented to users when they were adding one as an activity to a course were alphabetized instead of sorted by the order it is in the database (the order it was added as a tool). Alphabetizing would make it easier to scan/local the tool they were looking for.

To replicate:
1. Create a new tool in Plugins > External tools > Manage tools. Call it Zoo.
2. Create another tool and call it Aardvark
3. In a course, add an external tool. Notice the entries 'Zoo' and 'Aardvark' in the 'Preconfigured tools' select menu are not listed alphabetically.
